Troubleshooting with AND Formula in Conditional Formatting

A bit of newbie to this, so I'll try to explain well. Set up some color-coded conditional formatting so that if a cell ends with a certain letter (e.g. "W"), it will change the cell background to certain color. That all worked fine and dandy, but now I'm trying to get it so if a cell is blank, it will match the formatting of the cell to the left.

Here is the formula I came up with:

=AND(ISBLANK,$B9="*W")

So far, the formula is doing nothing, though I can't figure out what I did wrong. Thanks in advance for your help.
