Formula doesn't work only for one particular entry??? Confused

Hi Experts,
I have attached here an excel work sheet where the formula doesn't work for some particular entry in 'Monthly Expenses Summary' sheet.
I have highlighted this in RED. A value of 125000 should appear in the RED highlighted cell. Pls help.

The formula in H23 is only looking at rows 6:21 but you have data going down to row 23.

As the Journal sheet has a table why not use structured references rather than addresses, that way it will always be looking at all the data.
