How to highlight cells within a row that fall within a certain range

I have a row on a worksheet that uses formulas to give me the percentage difference between two years of data. For example a cell may display "23%" or "-14%" in regards to the differences in data from one year to the next.

What I would like to be able to do is to highlight the cells that fall outside the range of -10% and 10%. For example if I have a cell that shows 23% or -14% I would like for those cells to be highlighted while cells that contain data within the -10% to 10% range remain normal.
