Showing the whole row when matched

Hi,

May I know how can I show the whole row only when it matches some conditions.
I had Sheet 1 with all the cases I handled, and Sheet 2 to display only cases that are "Open" with "High" and "Critical" level.
I do not want to use "filter" as it does not update when I have new entry in Sheet 1.

Please help me with the formula, it is fine if the formula do not have Sheet 1 and 2, I can figure myself on the different sheets.
I need to have the logic. I had tried "Index" and "Match" but I think I am still not so good in the formula.

Sheet 1 with all the data:

I is very strange, the result cell become blank when i double the formula.

one for 365 , the other one 2010 and above
