    create conditional formatting in another column based on the data/valuess in another

    I'm creating a participation sheet for a game. In the sheet, I'd like a column for inputing data as it appears in the game which is related to how many attempts a participant has made. There are 10 attempts. When the first attempt has been taken it's indicated in the game as 0/1. It will stay as 0/1 if the attempt has failed. If it has been completed, then it is then change to 1/1. The same goes for when the 2nd attempt is taken, it will appear as 0/2 or 1/2 (where the number after the "/" is the current attempt).

    I'd like to create conditional formatting in another column based on the data/valuess in the "attempts" column; where the text and cell is red if the participants have made less than 10 attempts. How would I go about doing this?
