    Formula for updating monthly budget

    I'm trying to create a budget sheet for a project I'm working on. I've decided on how to divide the budget each month into 50% going into critical spending that I can't avoid and 30% going into a more flexible spending account. I'm trying to divide the "30%" into weekly spending and I've figured out how to adjust that budget if I have overflow from the 50%

    My problem I'm having is that If I notice a trend in spending more than my "50%", I want to be able to adjust the the percentages to reflect the new budget for future months. So far I have the following equation "

    ," where B21 represents the current date and B25 and B26 represent the start and end dates for that particular month (the 500 is just a place holder for the Capital while I figure out the equation). I've figured out how to Stop the formula from calculating if the date has passed, however I need it to update a change for future months and not effect previous months. For example if in March 30% works then in April I decided to adjust to 25%, I need March to stay at 30, April-December to become 25, then April to stay at 25 when/if I decide to update the budget again in the future
