Dynamic Dependent List

I have a list of Managers and the Staff Members they supervise. Some Staff Members work for multiple Managers.

I have a workbook that pulls data based on drop down selections. I am trying to find a formula which, if a specific manager is selected in drop down (H4), then the other drop-down (J4) only shows list of unique Members they supervise. I am sure OFFSet is needed but not too proficient with this formula.

Check the file attached. I use the FILTER function for get the members associated with the selected Manager, and a Conditional Formatting to hide the member when the value not match. Blessings!

Is there a way to set a condition so if user does not select a manager (H4 is left blank), then J4 drop-down shows unique Members list (Column F) instead?
