Max value based on two Columns

I have a table set up with 2 columns, one column has the year and one column has the month. This table is updated monthly.

What I need to find is the max month based on the year.

I have attached a sample file for reference.

In the attached, the answer is 3, as the last time this file was updated was March 2022.

Any help or guidance is appreciated,

Max Month when Year is the MAX Year
    This should work in 2016
