Help With possible nested IF statement

Please see the attached sheet example. What I am trying to calculate is the Dollar amount available per quarter based on some data.
Cell B2 thru B6 are designated as the cells to manually input the data. The small table to the right shows the project type/design type and the percentage allocated to each.
Cell B8 and B10 will show the answer based on the information for Cell B5 and B6.

The problem that I am having is on the cells that are labeled years and quarters. I managed to write a formula for populating Cell C14, if the cell C13 equals b3. So the answer i am looking for is to have the funds available divided by 5 quarters. Cells C14 thru F14 and C17 would automatically populate with the same result. If B3 would equal D13, then D14 thru F14 and C17 & C18 would have the same result.
So it is based several inputs that would give results over a span of 5 quarters. I would like help fixing what I have to show the data for 5 quarters based on the Current Year.

I apologize for that as I wasn't sure. I was told that excel is used with MS OFFICE 2019. Hope that helps.
