Automatic Action Priority AP in Excel

Hello there,

I've been thinking about auto-filling AP from a table with three columns and 1000 rows for a long time.
Can someone advise me how to combine S, O, D in the attached excel so that AP is according to table 2.
How to automatic fill AP from table 2. into table 3.

Does anyone know? Has anyone done something similar?

EDIT: Table 3 is a real example for which I need to automatically add the AP value, which will change when the (S,O,D) values change.
For example, if I replace the value S from 8 to 4, the resulting AP should also change.
