Trying to Find Out Why the Formula is failing

I have a a formula that moves the Year in a row to the be the first text.

The formula is applied to Column C but starts to fail after line 17.

Just wondering if someone could let me know what the issue is.

Basically wherever the year 20** is located, it should move it to the front as it does up to row 16
