Line / Combo Chart - Adding a solid horizontal line from one data cell

Hi All,

How do I plot a solid line across the attached line graph to show the parameters minimum and maximum thresholds? There is an example chart on the bottom right that I am trying to emulate

I have seen a combo chart might be the way to do this, but can't figure out how it works
