Changing Y-Axis of Excel chart to capture minimum and maximum values through a formula

Hello,
I have a set of data with x-axis being heads like indirect labour, salary labour, supplies, R&M, etc. and corresponding y-axis values as $25,000, 15,000, 10,000, 5000, etc.

I wish to create an excel chart wherein I can make the y-axis to start from [min(y-axis) values *0.95].
Because these values will keep on changing, whereas the x-values won't.

Thus in the above case, for 4 values, instead of y-axis starting from 0, it should start from (5000*0.95 = 4750).
