Ok, third time lucky...
I see you had a rule in the workbook that was not stated on the thread:
"Once text is entered in column A then all cells get a border".
Please refer attached, it should be fine now.
I added a second rule, as follows:
=NOT(ISBLANK($A12))
And when this rule is true, the entire row get borders, from col A to col E.
