Pull range of values based on upper and lower bound in 1 or 2 cells

Have a list of products with values from .9 to 7.1. Want to pull the corresponding product names based on an upper and lower bound. For example, 1.2 to 2.3, and populate a Product pull list. There are multiples of many of the values would want all associated 1.3s, for example. ..
