Generate spill array to determine the performance of a department

I want to generate a spill array to determine the performance of a department. A criteria from poor to excellent performance is defined in the form of array have minimum and maximum criteria. Each department has a certain percentage. Based on that percentage, the performance of the department is marked as poor to excellent. Based on my earlier experience, i am able to define a spill array for a single department. I want to get the same for all departments at once. Currently, i have to copy the formula from B3 to b10 and actually, there are more rows. Is it possible to get the same formula for all departments at once.
