Conditional Formatting Issue

I attached a screenshot to help me explain my problem better.

In the screenshot, the formula bar has cell D27 highlighted, and the condformatting box is for that cell as well. Each formatting rule covers the cells D3 to D32 (column E uses E3 to E32, etc.)

The idea of the sheet was I'd be able to copy/paste row 27 into the team list below if I was adding a SAN player. But, as you can see, the color formatting does not copy over with it. The Condformatting Rules Manager for cell D38 shows the same 4 rules, but the 'Applies to" box is just =$D$38 instead of keeping the =$D$3:$D$32

The Rules Manager does not like it when I use "=$D$3:$D$32" (It just puts it back to =$D$3:$D$32) so I'm not sure how to get it to keep the same formatting rules range when its copied somewhere else.

Is there any way to get it to do that? Thanks!
