A manually entered cell to automatically update another manually entered cell

In example #1, how can I manually enter hours, and then automatically change them by manually entering the factor? (end result being example #2)

Not sure what you want exactly - you want to enter 100 (or 80 or 52) into a cell, and you want some ratio calculated based on what you type in another cell?
You need a third column.

Assume row 1 is headings, FACTORS are in column A, HOURS in col B.

Then cell C2 = A2*B2
