How do I have a formula that will automatically change 78 and 078 to 0078? I want everything in the four-digit format. It is ok if it is not a recognizable number.

Please try this if it works.
Select the required cells & Navigate to
Ctrl + 1 > Number > Category > Custom > Type > Now enter 0000. (Four zeros)

hi LL. if you really want it to be 4 digits to be used on other formulas, use this formula:
=TEXT(A1,"0000")
the solution by ramananhrm is a visual effect for presentation. depends on what you require
