Limit number of times a value may be selected from a drop down menu

Is there any way to limit the number of times a specific value may be selected from a drop down menu?

Example: A1-A10 contain singular drop down lists. If any specific value is chosen more than 7 times, I'd like to turn that value red. Is this possible?

    Thank you!

Hello Searnold If you want all values to turn red then go to conditional formatting select custom formula and type COUNTIF($A$1:$A$10,C1)>7 then click formatting select red colour
In C1 write the value you want to turn red and in applies to select A1:A10

    Close, but not quite.

To provide a bit more context:

I'm creating a reservation system that references times that space is available.

So In A1-A10 a drop down menu exists that gives the option of selecting 11:00-11:45, 12:00-12:45.......

Because the I have 7 slots for each of those time frames, I'd like to turn the time value red in the 8th instance of selection. In reality, its actually N4-N97 that the drop down lists live in. Thank you!
