Dynamic drop down menu

I have created a dynamic drop down menu(list) using the offset function(Data Validation). Here is the code:

It works fine except when I add a value in the beginning it does not include it in the drop down menu. It adds a blank line at the end. I'm sure I'm doing something wrong. Any help?
