Full fill amount with year ages criteria

hi all....

i am looking for some formula to full fill year ages as criteria (desired result)

with condition,
1. At start in cell A3 down with 4 left digits number as "year" and 2 mid digits as "month"
e.g.; 1996.06.000007 --- 1996 (as year) and 06 (as June month )
2010.07.001235 ---- 2010 (as year) and 07 (as July month )
2. "yellow area" (age bills) is the desired result, start from column D, drag right down
