Getting negatives (-1) in the out put

This is this bit
(NETWORKDAYS(Q2,S2,Holidays!$B$3:$B$23)-1)
WHy are you substracting one day?

if you are using IF statment you must stay what is going to happen if the logical test is TRUE and then FALSE
As it is, this part:
IF(NETWORKDAYS(S2,S2,Holidays!$B$3:$B$23),MEDIAN(MOD(S2,1))
returns FALSE alone.
