How to insert a picture into a cell

I've read a few of the posts here and the "fixes" are WAY over my head. It's all I can accomplish inputting the information.

All I want to do is insert a picture on each line of my spreadsheet and have them stick in the cell I put the picture in.
I've spent the past several hours trying to figure this out, get the pictures all in the cells I want them in, and then sort and the pictures are no longer where I'd put them, but on some other line. All pictures will be in the same Column.

I'm using Excel 2007.
Why doesn't the Insert > Picture just work?

I guess I need really simple instructions on how to go about accomplishing it...

I would truly appreciate a simple answer.

I have managed to put the picture over the cell, but I need it inside the cell. I input information and sort this spreadsheet daily and need the picture to move with the line it's on.
Are you saying that Excel cannot do this?
