I have a scatter plot which lists 'series 1' in the label. I wish the data label to list 'Area' i.e. test 1, test 2 for their pertinent data point.

Rob Bovey's free XY chart labeler add-in (appspro.com click on free utilities) usually makes short work of this kind of thing.

thanks for the suggestion, however; those are the steps I've taken already to arrive at each point label 'Series 1'. When I select data into Series 1 (right click on chart and 'Select Data') and enter the data range I want, each data point reflects each label. resulting the attached.

Rather than pictures, how about posting a workbook with what you actually want the result to be.
Following the procedure as I laid it out, I easily produced the result that you said that you wanted in your question2.jpg

I must say step 2 (bolded) doesn't seem to appear for me.

The Add Data Labels doesn't show because you already have data labels.
The chart was too small to be readable. I enlarged it and the font so it is easier to read.
ndm - I really appreciate your efforts but this in not what is in image 2. Rathr than The data labels for x axis and y axis, what I wish to see are the corresponding 'area' i.e. 'test 1', 'test 2' .
So for top data point (12.6%| 1,565,155.09) it should rather read 'test 14'.
This is a plot of your data with the TEST number (Format Data Labels X axis).
The problem with this chart is that plotting both values isn't practical because of the vast difference between the % values and the other values. The series for the % just comes out as a straight line.....useless when combined with the other values. A chart for each series would probably be more useful. So, there are two charts enclosed.
These charts show the test number which is done by following the procedure that I gave but selecting only the X axis.

Using a secondary axis is possible but the result is very confusing as each item then has two data points on the chart, one for the % and one for the Value. If the secondary axis was for a different chart type it could likely make perfect sense. A good combination would be a column chart with a scatter chart with lines and markers.
