How to apply formula to entire column

I am using this formula in D2 and It works fine in D2. How do I put in all 3000 cells in column D and not change this part of the formula Q1:R11,R1:R11

=(LOOKUP(ROUNDUP(E2,0),Q1:R11,R1:R11))*E2

The purpose is to look up the cost in E column to the closest value in Q column multiply by the value in R column.
example 3.04x4.31=13.10
