Formula to count non-empty cells out of duplicates?

Hello,
please advice the formula to count non-empty cells for each set of duplicates?

In column "B" I have items with duplicates. Column "C" contains dates for some of the items. Column "D" counts duplicates in column "B".
I need the formula which will identify how many dates are there for every set of duplicates.
Column "E" contains what I need - the target numbers which must be calculated by the formula
please help
