skipping the first result in a formula

This formula returns row 3 in my worksheet:

I need to run this formula again, but do so for GH3:GH35 after row 3 in that range. In other words the formula will now be GH6:GH35. How can I work this formula into another formula that will skip the first occurrence?

I was going to use whatever you guys came up with to expand it to find even the third next occurrence so I doubt if index would work as a solution.

I'm not sure what you did there. It doesn't pull row 6 for the next occurrence of 9 (the lowest values in the list)
