Here is an example....I am looking for fulfilled date. The results should come back as 5/2 for the 1st one and 5/15 for the 2nd. Basically a part is fulfilled once the total received is greater then or equal to the qty on order.

I don't know how big your data set is and whether you are happy to use an helper column with array formulas but take a look at the attached file. Not sure if this is what you require but it might give you some ideas. Array formulas have to be entered with Ctrl+Shift+Enter. If entered correctly you will see curly brackets {} around the formulas.
