I need a formula to convert 6/10/2015 9:14AM to MM/DD/YYYThh:mm:ss.mmmTimeZone
example: 6/10/2015T09:14:00.000GMT-7:00

Where in F16 the date/time is entered and in G13 the Time zone is defined just as "GMT-7:00"

Hi, welcome to the forum

Is this a text entry? test with =ISNUMBER(cellref) FALSE indicates text. If it is not text, and really is a date, you could just use Custom formatting
m/d/yyyyThh:mm:ss "GMT-7:00"

In your sample format, not sure what you mean by the bolded part...
MM/DD/YYYThh:mm:ss.mmmTimeZone
