So Column A is the week and B is the rate that fuel was at for that week. I need the Column H to be the returning value as the Column B would fall on or in between the start and end rates Column F and G. I manually typed row 2's to show how I would need the returning value to be

There is an extra space after your average price, you may want to remove the spaces first. Give this formula a try
=SUMPRODUCT(($F$2:$F$42<=B2)*($G$2:$G$42>=B2),$H$2:$H$42)
