Im sorry I meant to say the rate in column C to look up where it would match to the start and end rates and return the last column.

There is an extra space after your average price, you may want to remove the spaces first. Give this formula a try

=SUMPRODUCT((\$F\$2:\$F\$42<=B2)*(\$G\$2:\$G\$42>=B2),\$H\$2:\$H\$42)
