hello. i'm looking at sheet and it's cool because it won't let me scroll past AA unless i click on the scroll arrow (if i move the scroll back and forth it stops at AA) How is this magical act accomplished?

One way is to go to column AB. Select the column then hold down the Ctrl key and the Shift key hit the Right Arrow. This will select all the columns to the right edge of the worksheet. Right click and select HIDE. This will allow you to scroll to AA and when you use the arrow to go past that point there are no cells visible.
Another possibility might be to select columns A to AA and right click and choose Format Cells, Protection tab, uncheck the LOCKED box. Click OK. Go to the Review Tab and Protect the worksheet selecting what you want to be allowed in the unlocked cells. You will however be able to see the locked cells but not access them.
There are I believe other ways that I have for the moment forgotten.
