Try absolute referencing
=AND($I$2="Refinance",$Q$2>0.75)
and make sure that the 'Applies to' range is just the cell Q1 and not a larger range

What do you have selected when you apply the formatting. If it's the entire column then you want the formula to represent the first cell Q1
=AND($I$2="Refinance",Q1>0.75)

substitute commas with semi-colons if your region settings requires

It should apply to the entire column, but only to a cell where those two values are true
Figured it out. Needed to apply
=AND($Q1>0.75,$I1="Refinance") to Q1
