Can you be specific about what you need help with? Like shg, I don't fully understand the picture, or, perhaps, I don't see enough information in the picture to "reverse engineer" the Elo type rating system the picture is using. Granted, I am no expert on using Elo type rating systems, but it seems that there is fairly limited information in the picture. All the picture seems to show is the results for 13 matches, and whatever the column chart is trying to show. It seems to me that we would need more information.

First,you need a database with soccer matches(results). Then you should assign each team a starting rating. After each match is played, the rating of each team changes based on the ELO formula. At the end you will have an ELO rating for each team.
PS: if you think ELO will give you an egde in betting, it will not.
