drop down list not working

Hello,
I've created drop-down lists successfully in the past but today I'm having trouble. Instead of seeing the list when I click in the cell, I just see the name of the list. I have simple lists such as:
Yes
No
NA

which I named YesNoNA. I only see "YesNoNA" when I click in the cell rather than the list from which to make a selection.

Also, I tried deleting the worksheet that contained the list, clearing all cells of data validation in all the other worksheets, saving and closing the file, reopening it, and starting over. When I create a new list and try to use "YesNoNA" when defining the name, I get an error message that it already exists. The old list is nowhere in the file so I don't know where Excel is finding it.

This is Excel 2013.

Did you put an equals sign in front of the name? Like

Look in Name Manager. The Named Range might still be there but have a #REF error
