Hide cells in the middle of sheet?

Is there ANY way around this problem?

Some user are gonna use both green/red cells.

Some only green, so the greens below the red, should "slide" up over the red. Pretty sure it's impossible, but you never know...

I'm not sure what you are trying to achieve (or to stop happening). Can you give some more details?

I hand this sheet over to several users. There are 2 types of them.

Person A needs all the green cells visible.
Person B needs both the green and red visible.

But I'm unsure how to work around the problem that there are cells being used to the left/right, so I can't just hide row 3 and 4

Perhaps you could use conditional formatting on the red cells, and set it up so that they see white cells on a white background (i.e. they will look empty) if they are Person A - you could put the person type in a hidden cell somewhere. This is not foolproof, however.
