2016 won't ungroup 2013 rows

Good day all,
I have a spreadsheet with grouped rows in 2013. The workbook is password protected. One computer has 2016 and if the password is entered or the file is opened as a read only, the rows can not be ungrouped. Is there a way to correct this issue? Anyone using 2013 has not issues.

For now the user needs to unprotect the sheet, which is not preferred.
