Format a cell based on a range of cells

I'm tracking incoming shipments from different companies and I would like to have the sheet highlight the company name when I have received all the shipments from that company, like in the attached example. Is there a way to do this with conditional formatting?

Try this:

=COUNTIFS($A$2:$A4,$A2)=COUNTIFS($A$2:A6,$A2,$C$2:$C6,"<>")
