Best Way to Remove trailing '.0' for Whole Percentage Numbers

I am wondering what is the best way to display a percentage so that if it is a whole number, it shows as 5% instead of 5.0%, for example. Any other percentage that isn't a whole should still display like it usually would. Eg. 6.2% as 6.2%, 9.9% as 9.9% etc. I'm not interested in using any custom cell formatting to achieve this — I want to do it via a formula that involves the TEXT function.

    Please see my example attached.
