Filer via 'Text Filter' not 'Number Filter'

Attached are two files (WS Test & SS Test) which are basically the same file. I created SS Test by taking WS Test and deleting the data and re-populating it. When I tried to use it I discovered that the Filter on the "Division(s)" column in SS Test says "Number Filter" but the same column in WS Test says "Text Filter".
How do I get the "Text Filter" in SS Test?

I found a work around. I was able to cut and paste names and ratings, and then went back and manually typed in the division numbers. I also put the " ' " before the 0 for the first entry and the filter type stayed at "Text". Still very confusing, but it works.
