    This can be done simply using a Pivot Table - please see attached.

    Try the following formula (array entered - confirmed by CTRL+SHIFT+ENTER)

    In K2:
    {=IFERROR(INDEX($C$1:$C$11,MATCH($J2&K$1,$A$1:$A$11&$B$1:$B$11,0)),"")}

    I have more than 20000 records. The values of third column are showing as 1, in all cells.

    Not sure how this will work on > 20000 records. It's another way to try. It's array formula that can be committed with just Enter.
