In future it might be best to explain what your problem is rather than just linking to your spreadsheet, but I assume it's the #VALUE cells you're having an issue with.
Excel doesn't like formulae linking to merged cells - you just need to refer to the first cell of the range rather than the entire range. For instance, instead of:
=' Potable'!O5:O6
use
=' Potable'!O5
Hope this helps
get rid of the merged cells and try the formula again.
That will solve your problem.
See the geen cell for the result in (merged cell) C9, after changing Potable'!O5
