Excel Amenities Question

I am presently using Excel 2007. Lately I have been seeing examples of this "pop up" in some posts :

Is this something that is only available (replaces the original INSERT COMMENT) in a newer version of Excel or is it something that can be accomplished in 2007 ?

The one change I am curious about is the lack of the small red triangle in the upper right corner alerting the user to the presence of a comment.

Hi Logit,

It appears to be a Data Validation Input Message rather than a comment.
It will appear when you select the cell rather than when you hover over it.

I was not aware that DATA VALIDATION had that option. Something new learned today ... so, it's a good day already !
