How Do I Interpret this V-lookup?

I'm having issues trying to understand this vlookup which contains SUM and LARGE functions: "=SUM(LARGE(VLOOKUP(E9,$A$2:$D$5,{2;3;4},0),{1;2}))"

1... There are semicolons here {2;3;4} and here {1;2}.... Why aren't there commas instead?

2... Why is "$A$2:$D$5" in absolute reference and not in relative reference?

Attached is an image and excel sheet for your reference. Let me know.. thanks.

Excel 2003 doesn't support xlsx extension so change office version to real version in your profile

I'm very confused. I use excel 2016. What do you mean?

    --Edit--
If you mean change my workbook to .xls I already uploaded it in that format. Check it out now and let me know. Thanks.

Re: How Do I Interpret this V-lookup?

    I will help you.

1... There are semicolons here {2;3;4} and here {1;2}.... Why aren't there commas instead?
In my locale, it works with commas or semi-colons - in some locales, it may not.

2... Why is "$A$2:$D$5" in absolute reference and not in relative reference?
So that the range reference doesn't change as you drag copy the formula across or down.

Now, please change your user profile here on the forum to reflect the version of Excel you are using - it currently says 2003, so is clearly out-of-date. This helps us to hep you.
