    western electric rules output match value vba

    I have no idea to set a output of the data ,base on western electric rules 1-4 .because i am thinking to use if else statement to do this, but it can't ,for example western western electric rules 2 must have two out of three over or lower than average value.

    i think my question have problem,what i am asking is in a table , if have more than 2 cells are over or lower a default value then return both value.
