Type of chart

You can produce such card using XY (scatter) plot.
Attached file contains 4 steps:
1) both series (on X values for 2016 and 1017 respectively, on Y 1;2;3...)
2) added horizontal error bars with custom values (calculated as difference between 2017 and 2106 value)
3) added labels for second series, source - custom cells (If I remember it ios also available in Excel 2013 if not, you can use free add-in: http://www.appspro.com/Utilities/ChartLabeler.htm
4) deleted vertical axis labels and ticks.

Of coures then you could do some additional formatting - add axis and/or chart title(s), remove horizontal grid lines, change labels font and color etc.
