Count number a column of values passes a certain number

Suppose I have a column A, where the numbers go something like:

1
2
3
1
4
5
8
6
2
1
2
3

How do I count the number of times we go from a number below 2 to a number greater than or equal to 2?
So the first count would be 1 -> 2. 2-> does not count because the initial number was not below 2. 1->4 would count since the first number is below 2 and the second is greater than or equal to 2. can i do this with excel?
