How to add a tip help message to a cell?

Hi, I need to add tip help messages to some cells, the one showing up when the cell is selected. I did it in the past but cannot find again how to do it.

Example :

[Haluk]

Right click the cell, choose "Insert comment"

[lalebarde]

Using comments is one solution, but there exist a second one I am looking for
