Ctrl+Shift+1 Missing the 2 Decimal Places?

The default behavior of Ctrl+Shift+1 shortcut is changed for some reason.

Normally it should change the number to xx,xxx.xx format, but today the shortcut changes it to xx,xxx without the decimal places.

Does anyone know why it happens? How can I fix it to bring back the two decimal places?
    Thanks.

I waited days in the other forum without getting any answer, therefore I had to post to this forum for help.

Do you know how to solve my problem?

    Thanks.
