Cell will not accept TEXT and tries to generate a function

I want to add the following '+295 mV to +476 mV' in a cell which i have set as Text under 'Format Cell. However each time i get to '+295 mV to' I see a dropdown list of functions and the = signs suddenly appears at the begining of the phrase.

If I format the cell as text, i expect the characters entered including '+' to be treated as text and not seen as a function.

does any one has a clue why this is occurring?

Should work as you expect. And it does for me using Excel on an iPad. I formatted the cell as Text first, then pasted your +295 mV to +476 mV in. When I didn't format the cell as Text, Excel said there was a problem with the formula and highlighted mV.
